Italy-based telecommunications provider Tiscali has been ranked within the top ten most reliable hosting companies four times this year. Rackspace has made its third appearance within the top ten this year, notably making first place for two consecutive months in April and May. Italy-based shared and dedicated hosting provider Seeweb last appeared within the top ten in April.

Datapipe, which ranked seventh this month, is the only Web host to have made it into the top ten every month so far this year. The Web host came in first place in March and second place in June and July. Rounding out the list of most reliable hosting company sites for September are INetU, ValueWeb and Deutsche Telekom.

Netcraft measures and posts the response times of fifty leading hosting providers’ sites. The performance measurements are made at fifteen minute intervals from separate points around the Internet, and averages are calculated over the immediately preceding 24 hour period.

The service provides one-on-one consultation with an in-house Dotster designer for the creation and publishing of Web sites. The service enables customers to work directly with designers developing their sites, including phone consultation at each step on the process.

Starting at “under a dollar per day,” says Dotster, the service includes domain registration, site design, custom content creation, Web hosting, search engine optimization and publishing support.

The company says it developed MyInternet after conducting an online survey of its customers. The research showed that nearly a third of customers were not sure how long it would take them to prepare and launch a site. Dotster says MyInternet is designed to alleviate some of the pressure of developing Web sites from inexperienced customers.

“Domain registrars assume that customers understand what’s necessary to establish an online presence. They assume customers comprehend the products they must purchase, the steps they must take, and the technical terms for components of the services that they need,” says Clint Page, CEO of Dotster. “Dotster recognizes that today’s average Internet users, especially late-adopters, need personal attention and a better explanation for how to establish an online presence.”

Other Web hosts, such as Affinity Internet have combined do-it-yourself site building tools with low-end, inexpensive site design services in recent months.
